Just as the coronavirus pandemic is not an excuse for legislatures to pass irresponsible measures in the name of protecting their citizenry, the coronavirus pandemic is also not an excuse for these same legislatures to forego their responsibilities to continue working on unrelated issues. Once the current state of affairs has passed, citizens will return to their daily patterns and elected officials to their posts taking care of issues unrelated to coronavirus.

A Targeted Response to COVID-19 Is Necessary

Earlier this week, the Department of the Treasury released its requests to Congress for the third-phase of COVID-19 response legislation. This request includes $500 billion in direct payments to Americans, $300 billion in loans to small businesses, $150 billion to distressed industries, and $50 billion to the airline industry. Add it all up, and we’re looking at a $1 trillion package to address COVID-19, in addition to the roughly $110 billion that Congress has already spent in response to the pandemic.

This week Congress has tackled two important issues that may not seem related at first: reauthorizing an expiring portion of the USA PATRIOT Act and legislating for those affected by COVID-19. But there is one common thread between them - each will have had their passage through the legislature amply lubricated by a potent dose of fear.
