I'm a man with considerable scientific background. I don't think that the Global Warming mandates you are proposing will make any difference. Even if your proposals were to be picked up by other states, the impact is likely to be miniscule.
Just for perspective, are you aware that the Vikings farmed Greenland in the 1400's? Are you aware that the global warming we are experiencing began around 1850?
Please have your staff look at this with a more discerning eye.

See if you can find a warming trend in NASA’s new ten hottest years (from hottest to coolest) (this is the bottom line folks):1934, 1998, 1921, 2006, 1931, 1999, 1953, 1990, 1938, 1939???
