Those at the low income levels pay too much, those at the upper income levels either shelter their income or refrain from activity that would increase their level of taxes.
There is nothing unfair about a flat tax. It's not unfair for someone making $1M to pay a flat tax on that income. A flat tax on that level of income is considerably more than would be the same flat tax on someone making $25K annually.
The existing income tax structure punishes savings. It punishes those who require withdrawal of IRA funds to supplement retirement income. It punishes those reliant on social security income who must work to supplement their income.
The existing income tax structure is subject to political exploitation, by republicans and democrats alike. It encourages lobbyists to "bargain" with legislators.
The existing income tax structure forces millions of Americans to hire tax professionals to figure out their taxes. American businesses are also obliged to hire tax accountants and tax lawyers to file their taxes and ensure they are in compliant of an overburdening tax structure.
