    Alarmists have warned that so-called "urban sprawl" is devouring North Carolina, threatening the environment and quality of life. A closer look reveals that while developed areas have grown substantially, the vast majority of the state is still undeveloped, the pace of development has slowed, and other states have seen far more rapid growth. Rather than statewide "growth-management" plans or federal intervention, striking a balance between growth, development, and environmental conservation requires a common-sense approach that limits the scope of government.
