New Study Challenges Criticisms of Colorado's Taxpayers' Bill of Rights

At a time when sixteen states are considering similar taxpayer-rights legislation, Colorado's Taxpayer Bill of Rights (TABOR) has come under sharp scrutiny in recent months. Since 1992 TABOR has imposed strict tax and spending limits on Colorado lawmakers.
