Seven Key ObamaCare Implementation Dates

Here are seven key remaining ObamaCare implementation dates:

2013

09/09 – Insurers finalize exchange participation agreements with HHS

09/30 – Obama’s Office of Personnel Management (OPM) to rule on whether Members of Congress, under ObamaCare, retain their gold-plated health subsidy, a privilege denied to other Americans in exchanges [note: this date is a guessitimate] [further note: if the answer is “yes,” there will be an outcry against congressional hypocrisy]

10/01 – Exchanges begin enrolling individuals

10/01 – Fiscal year ends (CR / ObamaCare defunding fight expected)

10/01 – X-DAY (the projected date of debt-ceiling “exhaustion” (i.e., date when the U.S. Treasury finds it has insufficient funds to pay bondholders on time) [note: the exact date of X-Day is difficult to predict, because it depends on the daily ebb and flow of federal receipts and expenditures]

2014

01/01 – O-DAY (full implementation)

04/01 – Obama’s goal: 7 million enrollees, including 2.7 million adults under 35

And here’s what is schedule to happen on “O-Day” (1/1/14):

  • Individual mandate takes effect.
  • Employer mandate takes effect [note: suspended by Obama IRS].
  • Federal exchange premium subsidies flow [note: income verification checks suspended by Obama IRS].
  • Guaranteed issue mandate takes effect.
  • Community rating mandate takes effect.   
  • Minimum essential coverage rules take effect.
  • Actuarial value mandate takes effect.
  • Ban on annual limits takes effect.
  • Health insurance deductible limits mandate takes effect.
  • Maximum out-of-pocket limit mandate takes effect.
  • Medicare Advantage medical loss ratio (MLR) price control takes effect.
  • Medicaid expansion takes effect [note: made optional for states by the Supreme Court]
  • Health insurance tax takes effect.
  • Temporary Pre-Existing Condition Insurance Plan (PCIP) expires.
  • Temporary reinsurance program for retiree coverage expires.

Congress has one tool left to stop the Washington health care takeover, and that’s to refuse to appropriate further funds for its implementation and enforcement.  

FreedomWorks has partnered with Senators Mike Lee of Utah, Ted Cruz of Texas, Rand Paul of Kentucky, Marco Rubio of Florida, and other freedom fighters to stop further ObamaCare funding.  

We will hold Members of Congress accountable on whether or not they agree to sign the Lee/Meadows letter committing them to defund ObamaCare.

Now’s the time for grassroots citizens to tell their Senators and Representative: “Not one penny for ObamaCare!”
