White House: Opposition to S-CHIP Not About Spending

This is pretty depressing.  In this NPR interview, White House counselor defends Bush’s S-CHIP veto, but completely gives up on spending as a rationale for opposition, even going so far as to say that Bush would be "more than happy" to expand the program beyond the $5 billion expansion he initially proposed, provided the program meets a few standards.  So much for fiscal conservatism.
