Introduced by Sen. Mike Lee (R-Utah), the ARTICLE ONE Act would amend the National Emergencies Act of 1976 to require congressional approval of an emergency declaration made by a president.

Introduced by Sen. Rand Paul (R-Ky.), the REINS Act would reaffirm the legislative branch’s Article I authority by requiring that economically significant rules be approved through a joint resolution of Congress before they can take effect.

Democrats Are Trying to Repeal the Tool Congress Has to Hold the Regulatory State Accountable

Sen. Cory Booker (D-N.J.) and Rep. David Cicilline (D-R.I.) have introduced legislation that would repeal one of the tools that give Congress greater oversight of actions taken by federal agencies. Passed in 1996 as part of the Contract with American Advancement Act, the Congressional Review Act provided Congress with power to canceled rules finalized and published by federal agencies.
