SALEM - Oregon's slate of ballot-measure campaigns are falling into two camps - the haves and the have-nots - when it comes to campaign contributions, according to Monday's financial disclosures. Of the 10 measures on the Nov. 7 ballot, five of them accounted for 94 percent of the $8.5 million in combined contributions reported between June 6 and Sept. 21. The biggest draws were also the most lopsided contests.

High-minded regulations cost us all

America's Founding Fathers were skeptical of power concentrated in the hands of a few, including those who would place restrictions on commerce. Though those patriotic men would have been disappointed to see the power that central authorities have amassed today, they would not have been surprised. Government's innumerable interferences in commerce would be all too familiar to them. In 2005, there were 3,943 new regulations at the federal level. The Federal Register, which tracks regulatory activity, weighed in at 23,041 pages.
