With the national unemployment rate looming around 10 percent, President Obama visited Georgia to attempt to lure Congress into accepting his proposal to make American homes more energy efficient. According to the White House, Obama's plan, officially known as the Homestar program, is expected to create tens of thousands of jobs.

Employment Outlook Still Dim Despite CBO Report

The Congressional Budget Office (CBO) released a report claiming that the “stimulus” was responsible for adding between 1 million to 2.1 million workers by the end of 2009. In addition, the CBO predicts that the “stimulus” will have an even greater impact in 2010 bylowering the unemployment rate by 0.7 to 1.8 percentage points.

According to recent unemployment reports, an additional 20,000 jobs were lost in January. Despite this loss, the unemployment rate declined from 10 percent to 9.7 percent. It is important to note that the unemployment rate does not account for any discouraged potential workers who are not actively seeking unemployment.

Last Friday, the Labor Department reported that in January the unemployment rate had fallen from 10 to 9.7 percent. The White House claimed that this was positive news that the economy was improving. However, upon closer examination, the Labor Department’s job statistics are seasonally adjusted.
