State Education Board to lobby for school choice again

As pitches go, it's a hard sell. But Vermont Education Commissioner Richard Cate will again go to the Legislature when it convenes in January to propose that the state expand school choice -- a proposition that flopped decisively last time around. This time, Cate and the Vermont Education Board are considering a proposal that calls for expansion of public school choice at the high school level only; a broader bill failed to pass in the most recent session. "The board has asked me to take school choice back, and so we will be doing so," Cate said.

Shortly after 8 a.m. on a recent weekday morning, 3-year-old Emma Kelley walked into her preschool room at Orchard Elementary School in South Burlington alongside her mother. Tricia Kelley smiled as Emma looked at a table bearing nametags for each student in the class, recognized her name and plucked up the appropriate tag. As Emma scampered off to play with her friends, her mother praised the preschool program, which opened last year and already has a waiting list. "It's wonderful, wonderful," Kelley said. "She has grown so much in just two months. ... We're thrilled."
