Not only would a Fair Tax be based on consumption, elected officials (from the local to federal levels) would need to approval of the people. There was a vote last year to raise the sales tax by 1/4 of a percent. The would've offset some of the burden of property tax. The Fair Tax may even help to abolish property taxes. But I beleive we may need to start with the Flat tax then move towards the Fair Tax.

A fair tax where everyone has to pay the same, that means deadbeats, rich people, working people, etc. Everyone should pay the same tax rate! And it should be in the form of sales tax. That is the only fair way to impose a tax.

Federal Flat tax. State level expenditure limitations (like TABOR in Colorado) into state constitutions. A health insurance purchase mandate is unconstitutional.
