A Reasonable Path Forward for the American Health Care Act

The text of the amendment negotiated by Rep. Tom MacArthur (R-N.J.), a co-chair of the moderate Tuesday Group, and Rep. Mark Meadows (R-N.C.), the chairman of the House Freedom Caucus, has been published by The Hill. As expected, the amendment would allow states to submit a waiver application to the Secretary of the Department of Health and Human Services for the community rating and the essential health benefits provisions of ObamaCare.

Apparently, Repealing ObamaCare Only Matters When a Democrat Is President

It's often said that House Republicans have voted to repeal ObamaCare more than 50 times since taking control of the lower chamber in January 2011. Such rhetoric isn't an entirely accurate picture of the votes the House has taken. Yes, it's true that there have been more than 50 votes to repeal, defund, or delay either the entire law or parts of it, but there have been relatively few votes to fully repeal or delay ObamaCare.

Key Vote

Key Vote NO on the American Health Care Act, H.R. 1628

On behalf of our activist community, I urge you to contact your representative and ask him or her to vote NO on the American Health Care Act, H.R. 1628. We cannot support the bill as written because it does not go far enough to permanently dismantle the ObamaCare framework.

The House Republican ObamaCare Alternative Just Moved to the Left

The House Rules Committee posted a manager's amendment to the American Health Care Act, H.R. 1628, late Monday evening that contains changes to the bill that were negotiated separately with some House conservatives and moderates to attract more support. The bill is currently scheduled to go to the floor for a vote Thursday.

Issue Analysis

Straight Repeal of ObamaCare Is Better Than the American Health Care Act

After a long wait and leaked discussion drafts, on Monday, March 6, the House Ways and Means Committee and House Energy and Commerce Committee released their recommendations to repeal and replace ObamaCare through reconciliation. These committees were originally due to have their recommendations submitted to the House Budget Committee on January 27, as required by S.Con.Res.3. The recommendations are collectively referred to as the American Health Care Act, or the AHCA.

House GOP Leaders' Health Care Alternative Falls Short on Coverage Numbers Because It Keeps ObamaCare's Architecture in Place

Philip Klein of the Washington Examiner and Michael Cannon of the Cato Institute have picked up on an important point from the Congressional Budget Office's score of House Republican leadership's ObamaCare "alternative," the American Health Care Act (AHCA). Klein and Cannon note that more people would have health insurance coverage under the 2015-2016 repeal bill, H.R. 3762, than under the AHCA.

Rundown of the CBO's Score of House Republican Leaders' ObamaCare Replacement

The Congressional Budget Office (CBO) has released its much-anticipated score of the American Health Care Act (AHCA). Over the next ten years, the CBO estimates that federal revenues will decline by $882.8 billion as a result of the repeal, delay, or zeroing out of most of ObamaCare's taxes, and federal spending will be reduced by $1.219 trillion. Overall, the deficit would be reduced by $336.5 billion from FY 2017 through FY 2026 under the proposed legislation.

Just a Reminder: Republicans Love Creating Federal Health Care Programs

As House Republican leaders try to convince conservatives in Congress to support the American Health Care Act, let's take a trip back in the time machine. Back in November 2003, Congress passed and President George W. Bush signed the Medicare Prescription Drug, Improvement, and Modernization Act, H.R. 1, which created Medicare's prescription drug benefit plan, known as Medicare Part D.
