Tax Cuts and Jobs Act: House and Senate Have to Resolve Key Differences

The Senate passed its version of the Tax Cuts and Jobs Act, H.R. 1, on December 2. On December 4, the House moved to enter into a conference committee with the Senate to resolve differences with the Senate version. Although there are similarities in the versions of the bill that passed both chambers, there are key differences that have to be addressed, including individual tax rates, the treatment of pass-through businesses, and when the 20 percent corporate tax rate will begin.

On Thursday, November 2, House Ways and Means Committee Chairman Kevin Brady (R-Texas) unveiled the Tax Cuts and Jobs Act, H.R. 1. On Friday, Chairman Brady released an amendment in the nature of a substitute (ANS) that made some changes to the original text. The bill is the first real attempt to overhaul and simplify the tax code since the Tax Reform Act of 1986. The release of the text and the amendment are also only the first steps in the process.

It's Crunch Time in the Senate on the Tax Reform Budget Resolution

Coming off a week-long recess and without any significant legislative victories this year, the pressure is on the Senate this week to pass the FY 2018 budget resolution, S.Con.Res. 25, which provides reconciliation instructions for fundamental tax reform. The House passed its own version of the FY 2018 budget, H.Con.Res. 71, on October 5 by a vote of 219 to 206.
