In 2015, Utah legislators passed and Governor Gary Hulburt signed into law a package, HB 348, to reform its state criminal justice system. This package included new concepts such as prioritizing prison space for people with serious and violent offenses as well as strengthening community supervision, both of which have yielded substantial public safety returns.

The state-level criminal justice reforms enacted by conservatives in red states that have reduced recidivism rates and increased public safety are finally coming to the federal prison system. Rep. Doug Collins (R-Ga.) recently introduced the Prison Reform and Redemption Act, H.R. 3356, which will require federal prisoners to participate in programs designed to reduce recidivism rather than spending their time learning to be better criminals.

The Argument for Justice Reform at the Federal Level

This month, Speaker Paul Ryan (R-Wis.) hopes to bring a number of justice reform bills to the House floor. “We’ve learned that there are better ways to dealing with these problems than locking up someone for 20 or 30 years. You end up ruining their lives, ruining their families, hurting communities. And then when they try to reenter into society, they’re destitute,“ he said. Several bills, in fact, – including the FreedomWorks-backed Sentencing Reform Act, Recidivism Risk Reduction Act, and the Criminal Code Improvement Act – have already made it through the House Judiciary Committee.
