After lengthy negotiations and a couple of vetoes by President Clinton, the measure was passed with bipartisan support. It promised to overhaul the way America handled welfare and government assistance for years to come.

The Supplemental Nutritional Assistance Program (SNAP) program which is within the United States Department of Agriculture (USDA) began originally as a way to supplement food that had been deemed overproduced in the late 1930s. It lasted several years until it was deemed no longer necessary because overproduced goods were being marketed more efficiently while unemployment was decreasing.

On behalf of our activist community, I urge you to call your senators and representative and ask them to cosponsor the Welfare Reform and Upward Mobility Act, S. 1290 and H.R. 2832, sponsored by Sen. Mike Lee (R-Utah) and Rep. Jim Jordan (R-Ohio). This bill would significantly reform welfare and get more families back to work by promoting accountability, reducing spending, and decentralizing control by returning it to the states.

FreedomWorks has selected H.R. 5360, the Welfare Reform and Upward Mobility Act, as our bill of the month for October 2016. Introduced by Rep. Jim Jordan (R-Ohio), this legislation will bring much-needed reform to federal entitlements, which account for nearly 50% of federal spending. This rate of federal spending and the welfare state designed by leftists are both unsustainable and impractical. Sen. Mike Lee (R-Utah) has introduced the Senate companion bill, S. 3047.
