Hillary Clinton wants you to think she’s just an average Joe. Well, actually, a little less than average. She wants you to think she’s downright impoverished. After a notable gaffe when she said that she and Bill were “dead broke” when they left the White House (a bald faced lie), Clinton, instead of doing the sensible thing and walking back her comments, doubled down on her poverty gambit.

This month, pundits from across the political spectrum are noting the 50th year of Lyndon Johnson's declaration of war on poverty. Liberals cite the good intentions of the programs, while Conservatives rue the trillions wasted on this failure and the massive growth of the federal bureaucracy it spawned (as I wrote about last year), but rarely do we do any self-examination. What do we do about it? We can't just be about pointing out that the war on poverty has failed. We have to offer solutions. I participated in an intriguing discussion group this morning that posed this very challenge.

In 1930, the unemployment rate among African Americans was lower than it was for whites. That's right, at the height of the Great Depression, blacks were more likely to be employed than whites. 1930 was also the last year that we saw that happen.

Wednesday, in the critical battleground state of Ohio, Paul Ryan spoke about his plan for the 46 million Americans who live in poverty saying that "in this war on poverty, poverty is winning.” With one in six Americans living in poverty, Ryan said that he and Mitt Romney would help them join (or rejoin) the middle class. New 2009 Census data is set to reveal that 1 out of every 7 Americans live below the poverty line. It is estimated that 45 million people—or about 15 percent of the population—were poor last year. The 1.8 percentage-point increase in 2009 is the highest single-year increase since the government starting calculating poverty data.
