Nearly twenty years have passed since major American industries were deregulated. In that time, consumers have reaped significant benefits. The costs of airfare, freight shipping, and long distance telephone service have all declined substantially while many indicators of service quality have risen. Yet advocates of regulation see room for improvement and have called for significant new government rules. Do regulatory initiatives designed to aid consumers threaten to erase these existing gains?
