The Majority Leader of the Senate and The Speaker of the House have great power. So do the Chairs of their committees. Combined – the majority leaders and their chairs – control the process and substance of the legislation.

The Majority Leader of the Senate, The Speaker of the House, and their Chairs have been loyal party members and have expended great energy and attracted enormous sums of money to obtain their positions of power. Constantly, they use their money and power to coerce their members to be obedient.
