A taxpayer bill of rights for Kentuckians

This report analyzes the financial return TABOR would have given Kentuckians had it been enacted in 1990. It states the average taxpayer would have received a refund of $292 annually. For married couples the total tax refund they cumulatively would have received would exceed $7,500. All of these refunds would have occurred while the government was still growing an average of 3.3 percent annually.
