How Freshman Congressmen are Voting

It has been three months since the newly elected Members of Congress have been in Washington, and there are three votes on fiscal issues that have distinctly divided the freshman Republican class.

The first vote was on the Blackburn (#104) Amendment to H.R.1, which would have returned FY 2011 non-security discretionary spending to FY 2008 levels, producing $100 billion in cuts for the year. FreedomWorks issued a Key Vote notice on this amendment and considers a ‘Yes’ vote as taking the toughest line on spending.

The second vote was on H.R.1473: the Department of Defense and Full-Year Continuing Appropriation Act (the Obama/Reid/Boehner Compromise). This bill provided a net spending reduction of $39.8 billion for FY2011 from FY 2010 spending levels. A number of Republican freshmen voted against this bill because they did not think it cut enough spending.

The third vote was on the RSC/Garrett Substitute Amendment (#4) to H.CON.RES.34, which provided a budget for FY2012 and outlined a budget for the next decade. The plan would have balanced the budget in less than 10 years, cut federal spending by $9.1 trillion in the first decade, returned spending to FY 2005 levels, brought spending down to 18 percent of GDP, and completely paid off the national debt by 2050. FreedomWorks issued a Key Vote notice on the Garrett substitute amendment and considers a ‘Yes’ vote as taking the toughest line on spending.

The following list shows a breakdown of how freshmen Republican members of the House of Representatives have voted on these three issues:

Blackburn #104

H.R.1473

Garrett #4
