New Study Challenges Criticisms of Colorado’s Taxpayers’ Bill of Rights

At a time when sixteen states are considering similar taxpayer-rights legislation, Colorado’s Taxpayer Bill of Rights (TABOR) has come under sharp scrutiny in recent months. Since 1992 TABOR has imposed strict tax and spending limits on Colorado lawmakers. In the wake of the most recent recession critics have blamed TABOR for decimating Colorado’s public services, and have proposed to loosen or repeal its key tax and spending restrictions.
