The House is expected to vote on an omnibus spending bill next week. There are several riders that could be attached to the bill that will frustrate those of us who believe in limited government. The ObamaCare bailout is one piece that could be added, thanks to Senate HELP Committee Chairman Lamar Alexander (R-Tenn.), Ranking Member Patty Murray (D-Wash.), and House Energy and Commerce Committee Chairman Greg Walden (R-Ore.). But another rider that could be added is the Internet sales tax, which conservatives have successfully killed in the past.

FreedomWorks, along with several other free market-minded organizations, signed a letter in strong opposition to HB 19. The bill would require online retailers outside of the state to tax Wyoming customers.

FreedomWorks -- along with Americans for Prosperity, Heritage Action for America, and Americans for tax Reform -- released a coalition letter opposing a vote on the Internet sales tax during the lame-duck session of Congress. The issue is contentious, and pushing through a bill in the lame duck would allow little time for debate or discussion of these complicated issues and therefore decrease the level of accountability for the members.

This week, the Senate is poised to vote on a permanent extension of the Internet Tax Freedom Act. The Act, first enacted as a temporary measure in 1998, prohibits states and localities from taxing access to the internet, and has traditionally been extended a year at a time as part of budget negotiations.

On September 30th, Congress approved a measure that would fund the government for the next 10 weeks, until December 11th, while a budget is negotiated for the new fiscal year. The measure contains a reauthorization of the internet taxation ban, which is good news; that is, until the issue is brought up again in December and the government will face another funding battle.

Since the early days of the internet, all levels of government have operated under a self-imposed ban on the taxation of internet access. The Internet Tax Freedom Act was first signed into law in 1998, and since then has been repeatedly reauthorized to ensure that Americans have unhampered access to the most powerful tool for information and innovation since the Gutenberg printing press.

The internet has undergone a great deal of change lately, ranging from being subject to new net neutrality regulations that reclassified the internet as a common carrier. It only seems fitting that with all this new, though not necessarily good, change there should be a new tax implemented somewhere.
