Capitol Hill Update: December 16, 2019

The House and Senate are in session this week.

House:

The House returns today. Legislative business begins at 2:00 pm. No votes are expected today, with the first vote series of the week expected Tuesday at 10:00 am. There are 18 bills coming to the floor under suspension of the rules between today and tomorrow. The suspensions are listed below. Additional legislation could be added to the calendar.

To say that some of this week’s bills are controversial would be an understatement. On the docket for this week outside of the announced suspension calendar are H.Res. 755 (Impeaching Donald John Trump, President of the United States, for high crimes and misdemeanors), H.R. 5430 (USCMA Implementation Act), and “Legislation Providing Further Appropriations for FY20.” Also possible to be considered is H.R. 5377 (Restoring Tax Fairness for States and Localities Act).

Senate:

The Senate will convene at 3:00 PM today to resume consideration of the 3,488-page conference report accompanying S. 1790, the National Defense Authorization Act, which passed the House last week by a vote of 377-48. Of the 48 no votes, 41 were Democrats. Presumably, the Senate will also vote on whatever “Legislation Providing Further Appropriations for FY20” that the House is set to consider, in order to fund the government before the current continuing resolution expires on Friday.
