Dr. Poulson discusses the importance of enacting TABOR spending restrictions on the California Assembly. He opines that California formerly had enacted spending limits in the GANN Amendment that “set the precedent for tax and spending limits that was later adopted in 25 other states.” This changed in 1990 when the “tax-and-spend” politicians in the California legislature gutted the GANN Amendment.”

Dr. Poulson analyzes the positive aspects of Colorado TABOR, and how it would greatly benefit California to enact a similar policy.
