Five Years of Votes for Spending Increases

The National Taxpayers Union reports the results of its analysis of the voting records of Congressman and found that for the fifth year in a row no one in either chamber voted overall to cut federal spending.  In fact, for every 5 cents of spending cuts the average member of the House voted for one dollar of spending.  In the Senate that ratio was 2 cents of cuts to every dollar in spending.  How does one claim to be serious about reducing the deficit with such a voting record?
