The FIRST STEP Act: Reducing Recidivism Through ID Clarification

Last week, the FIRST STEP Act, federal prison reform legislation sponsored by Rep. Doug Collins (R-Ga.), sailed through the House by a vote of 360-59. The bill would create a risk and needs assessment in federal prisons to guide the implementation of incentivised recidivism-reduction programming for prisoners. Expansion of the Federal Safety Valve for Mandatory Minimum Sentences

The Sentencing Reform Act and the Sentencing Reform and Corrections Act offered several modifications to federal sentencing laws. Although these bills did not go as far as the Smarter Sentencing Act, introduced by Rep. Raul Labrador (R-Idaho) and Sen. Mike Lee (R-Utah), they were improvements over the status quo.

Democrats Are Trying to Repeal the Tool Congress Has to Hold the Regulatory State Accountable

Sen. Cory Booker (D-N.J.) and Rep. David Cicilline (D-R.I.) have introduced legislation that would repeal one of the tools that give Congress greater oversight of actions taken by federal agencies. Passed in 1996 as part of the Contract with American Advancement Act, the Congressional Review Act provided Congress with power to canceled rules finalized and published by federal agencies.
