Sen. Gregg Looks to Save Failing Budget Process

Senator Judd Gregg seeks to clean up our budget process with his "Stop Over Spending" plan. This bill looks to enforce fiscal discipline to the process by putting caps on discretionary spending, eliminating emergency spending, and by giving the president the authority of the line item veto. According to the Heritage Foundation, this bill is necessary because of the 45% increase in federal spending since 2001 and the looming retirement of nearly 77 million baby boomers.
